German Zakharov, ALRUD Partner, moderates the AEB event on counter-sanctions regulations

On 7 September 2026, AEB Finance and Investments Committee held a webinar titled “Recent Changes in Counter-Sanctions Regulation and Practice”.

German Zakharov, ALRUD Partner, AEB Finance and Investments Committee Chair, moderated the event. As part of the programme, experts discussed current changes in foreign investment regulation, the work of the Government Subcommittee, and the practice of temporary administration.

Alla Azmukhanova, ALRUD Senior Associate, presented an overview of current temporary administration practices, including key changes introduced in 2026 and recent cases involving the imposition and termination of temporary administration. Particular attention was paid to the new procedure for temporary administration over critical infrastructure facilities, the grounds for its imposition, and the practical steps companies should take given the new requirements.

The event concluded with a productive discussion and exchange of views on current issues related to counter-sanctions regulation and law enforcement practices.
